E-Government in Malaysia: Its implementation so far and citizen’s adoption strategies.

E-government is the use of information technology in to provide citizens and organizations with more convenient access to government information and services and to provide delivery of public services to citizens, business partners, and those working in the public sector. It focus on effectively and efficiently delivering services from the government to the people of Malaysia, enabling the government to become more responsive to the needs of its citizens.

The E-Government initiative in Malaysia was launched to lead the country into the Information Age. It has improved both how the government operates internally as well as how it delivers services to the people of Malaysia. It seeks to improve the convenience, accessibility and quality of interactions with citizens and businesses; simultaneously, it will improve information flows and processes within government to improve the speed and quality of policy development, coordination and enforcement.

There are few applications is launch by e-Government such as e-filling of Income Tax, Renewing Road Tax and Driving License online, and KWSP’s i-Akaun.

However, there are some problems faced in e-government implementation:

(1) There is a language barrier because most of the government websites using Bahasa Malaysia.
(2) There is a technological barrier in e-government system because the system lack of technical infrastructure. Maylaysian may not know how to use it.
(3) The online behavior also is one of the problems faced in e-government. Malaysians remain sceptical on being distrust on electronic transaction especially on online banking buying from an Internet store.
(4) The e-government system lack of public awareness. Public are not aware of the services offered.


Ways to encourage more citizens to use the e-government applications:

Government can provide websites with multiple language versions to enable the user which is not good in Bahasa Malaysia. Government may also increase awareness of the e-government services through TV and radio advertisements, and organizing workshops at shopping malls.
Besides that, government can provide consultation services on how to use those services and simplify procedures needed to access to the e-government services.

Things to take note while participating in e-auction includes:
- Beware of people using with fake IDs and addresses or even hi-jacked accounts. These can be identified by the ID having been dormant for some time and/or a sudden change in items being bought.
- If you received an email, asking for your social security number, credit card, password, or asking you do update any information whatsoever. It is not real. Its a scam. If you click in links in those emails, you can unleash a virus, or a trojan horse that can gain access to all your account info. Neither eBay or Pay Pal, ask for personal information in an email.

Corporate Blogging - The New Communication Tool For Companies

The advantage of blogs is that posts and comments are easy to reach and follow due to centralized hosting and generally structured conversation threads. All current browsers (including Firefox, Opera, Safari and Internet Explorer 7) support RSS technology, which enables readers to easily read recent posts without actually visiting the blog, which is very useful for low-volume blogs.

Although there are many different types of corporate blogs, most can be categorized as either external or internal.

Business blogging is taking off. Companies are using blogs for both internal and external communications, to improve customer relations and improve business processes.

The poll of corporate marketing and communications professionals found that 55 percent of corporations are blogging, with 91.4 percent of those using them for internal communications and 96.6 percent for external outreach. More than half had launched their blogs within the last year.

The expected benefits of external blogs include improved brand recognition and external communications, as well as a vehicle for customer feedback. While 20 percent of respondents expected blogs to generate income, 58 percent expected them to improve rankings in search engine results.

The Advantages of Corporate Blogging

Achieve customer intimacy: Initiate a communication with the customer. Speak directly to consumers and have them come right back with suggestions or complaints—or kudos.
Influence the public "conversation" and “control” it: Make it easy for journalists to find the latest, most accurate information about new products or ventures. In the case of a crisis, a corporate blog allows you to shape the conversation about it. The control part is a huge advantage.
Enhance brand visibility and credibility: Appear higher in search engine rankings, establish expertise in industry or subject area, and personalize one's company by giving it a human voice.

Mobile Payment System iIn Malaysia: Its Potentials And Consumers' Adoption Strategies

\What is the definition of "Mobile Payment?"


The most common definition is that it type of transaction processing in which the mobile handset plays a key role in the initiation, authorisation and/or realisation of the payment.

The mobile payment platforms benefit the merchant, the consumer and the mobile carrier by delivering a faster more secure and more convenient transaction experience.

Remote mobile payments can be initiated using short message service12 (SMS), also known as text messaging, and wireless application protocol 13 (WAP) technologies. Most mobile phones are equipped to handle SMS functionality and WAP technology, and thus are readily accessible and ubiquitous. SMS. To make mobile payments using SMS, the user must set up an account with a mobile payment service provider (MPSP), for example PayPal or TextPayMe. The user then links a bank account, credit card, debit card, or prepaid card (funding options vary) to the account associated with his or her mobile phone number.

Mobile banking services provide an innovative and convenient way to access banking facilities. The current range of services offered include balance inquiry, funds transfer, bill and financing payments, mobile prepaid airtime reload, and requests for statements and cheque books. The range of mobile banking services can be further expanded to take advantage of the increasing number of mobile phone users in recent years. Nevertheless, the banking industry is confident that mobile phone subscribers will be attracted to mobile banking as more services are added to the current suite of facilities.

Debit cards
While there is a potential for debit cards to be a viable alternative to cash, its adoption in Malaysia is still low. Debit cards offer benefits particularly to consumers who are not comfortable with paying by credit or are not eligible for credit card facilities such as students. With debit cards, the cardholder’s account will be directly deducted when making purchases, benefiting the cardholder who needs to carry less cash and able to enjoy the efficiency and security offered by debit card payments.

Electronic Purse
The MEPS Cash electronic purse, which is incorporated in the Bankcard and MyKad, is an alternative electronic payment mode to using cash for making retail payments. Since early 2004, payments using MEPS Cash are accepted at various closed communities such as Bank Negara Malaysia, UniversitiUtara Malaysia, Cyberjaya and Putrajaya The use of another electronic purse, the Touch ‘n Go card in the transportation sector will facilitate the reduced use of cash and coins in the sector. Following the Government’s decision to designate Touch ’n Go cards as the only electronic payment method at toll plazas, the volume and value of Touch ‘n Go transactions increased by 45.2% and 29.6% respectively in 2004 compared to the previous year. Moving forward, Bank Negara Malaysia will work together with financial institutions to offer efficient and secure payment transactions at lower cost so as to enable more extensive utilisation of electronic payments channels. Bank Negara Malaysia, together with the banking industry and support from the Government sector, will continue to promote efficient and effective delivery channels and electronic payments, in line with enabling the payment systems to facilitate economic activity and contribute to financial stability.
As the electronic payment channels become more easily accessible, user-friendly and offered at a low cost, it would thus provide the opportunity to shift the remittance flows from the informal to formal channels.

Indeed, electronic payments can be one of the strategic tools to meet these objectives and achieve higher economic growth. Electronic payment increases operational efficiency and improves productivity levels through expedient payments and receipts of funds. Electronic payments would also provide the speed and convenience of making payments from any place or time. It also reduces costs through the reduction of redeployment of resources used for handling cash and cheques. Accelerating the country's migration to electronic payments has therefore become a part of Malaysia's larger national agenda to increase the efficiency of the nation's payment systems which would ultimately improve the competitiveness of our economy.

Finally, for mobile payment products to succeed and achieve widespread acceptance, we need to strengthen consumer confidence in the safety, security and reliability of mobile networks as a means for consumers to access financial services. Indeed, mobile digital signature, which ensures the confidentiality, authenticity and integrity of payments initiated from mobile phones, is one of the ways forward towards building a secure mobile infrastructure that is conducive for the delivery of financial services.

ELECTRONIC CURRENCY refers to money or scrip which is exchanged only electronically. Typically, this involves use of computer networks, the internet and digital stored value systems. Electronic Funds Transfer (EFT) and direct deposit are examples of electronic money.

HOW DOES IT WORK???

In the basic electronic cash system, the user's equipment generates a random number, which serves as the "note". His equipment then "blinds" the note using a random factor (see sidebar) and transmits it to a bank. In exchange for money debited from the user's account or otherwise supplied, the bank uses its private key to digitally sign the blinded note, and transmits the result back to the user. The user's equipment unblinds the note, which it later pays with. The payee checks that the note's digital signature is authentic and later sends the note on to the bank, who in turn checks the signature and credits the payee accordingly. (As provided by DigiCash)

The main focuses of digital cash development are:
1) being able to use it through a wider range of hardware such as secured credit cards; and
2) linked bank accounts that would generally be used over an internet means, for exchange with a secure micropayment system such as in large corporations (PayPal).

One such e-micropayment system is DigiCash. DigiCash Inc. was a pioneering electronic currency corporation founded by David Chaum in 1990. DigiCash transactions were unique in that they were anonymous due to a number cryptographic protocols developed by its founder. DigiCash declared bankruptcy in 1998, and subsequently sold its assets to eCash Technologies, another digital currency company, which was acquired by InfoSpace on Feb. 19, 2002. However, a new DigiCash was established recently. Digicash was founded in September 2005 by a team of software industry veterans and members of elite technology units of the Israeli Army.
